That being said, the 28L version may be perfect for these needs but I really can I do not know if I would recommend this bag for an EDC carry. I have to say that the 35L truly is a BIG bag, and a bit on heavy side. Not sure about your tech, as it depends what you carry but at 35l, all the rest you describe would fit easily. In the admin panel I fit easily, e book reader, dongles, passport, extra charger, second phone, a roost laptop stand and keayboard if need be (although I usually carry these two items in the main compartment).
